Bob Finuf joined Children’s Mercy – Kansas City in 2002. He has responsibility for Children’s Mercy’s contractual relationships with third party payers (insurance companies and government agencies) and is the lead administrator for Children’s Mercy’s population health management strategy including its wholly owned subsidiary, Children’s Mercy Integrated Care Solutions (ICS). ICS develops and manages integrated pediatric networks for the purpose of entering into value-based agreements with third party payers. Bob’s duties also include oversight of Children’s Mercy’s Affiliated Practices (CMAPs). CMAPs are primary care pediatric practices that are community-based and have entered into formal affiliation agreements with Children’s Mercy.
Bob was named the Executive Director of ICS at its formation in January 2012. For the previous 10 years Bob was the CEO of Children's Mercy Family Health Partners (FHP), a safety net health plan that was owned by Children's Mercy until it was sold in January 2012. FHP provided health insurance benefits to children and adults in Kansas and Missouri eligible for Medicaid or the Children's Health Insurance Plan. Bob has more than 30 years of experience as a leader in health care and managed care organizations.

Doug Blowey, MD
Medical Director
Doug Blowey, MD is the Medical Director for Integrated Care Solutions and Chief Clinical Integration Officer for Children’s Mercy. He provides medical leadership to ICS and health system level leadership for Children’s Mercy’s clinical integration initiatives.
Doug is a Pediatric Nephrologist and Associate Professor of Pediatrics and Pharmacology who has been on the faculty at Children’s Mercy Hospital for over 20 years. He received his medical degree from the University of Kansas and subsequent pediatric and fellowship training at Children’s Mercy and the Hospital for Sick Children in Ontario, Canada. He is board certified in Pediatric Nephrology and Clinical Pharmacology. He remains clinically active as part of the Nephrology section where he serves as the Director of the Hypertension program. During his tenure at Children’s Mercy, Doug has participated in numerous hospital committees and held key leadership roles. He has served as the fellowship director for the Pediatric Nephrology Fellowship program, Chair of the Pharmacy and Therapeutic committee, and as the secretary/treasurer, president-elect, and president of the Medical staff. He is currently the Medical Director for Children’s Mercy Hospital Kansas.

Luke Harris, MBA
Sr. Director of Operations and Population Health Management
Luke serves as the Director of Operations and Population Health Management for Children's Mercy Health Network (CMHN). He provides leadership and professional management services in operations, information technology, analytics and strategy. Luke has been with Children's Mercy since 2014.
Luke has nearly 10 years of operations, strategy, and information technology experience in healthcare. Prior to joining Children's Mercy Health Network, Luke served as the Director of Business Intelligence for Integrated Health Network of Wisconsin, one of the nation's first multi-system, clinically integrated accountable care networks with five health systems, an academic medical center and over 100 independent practices. In this role, Luke was responsible for the implementation and optimization of the network's systems and tools for population management and care coordination. Prior to transitioning into healthcare services, Luke was a supply chain manager and operations engineer for the nation's largest manufacturer and distributor of healthcare products.
Luke has an MBA from Northwestern University's Kellogg School of Management and a Bachelor of Science in Biomedical Engineering from the University of Wisconsin-Madison.

Matthew Combes, LCSW, LSCSW, CMAC, ACM-SW
Director of Integrated Care
Matthew is the Director of Integrated Care for Children’s Mercy Integrated Care Solutions. He is responsible for oversight of delegated health plan management functions including utilization management, case management, and disease management. Matthew also supports Children’s Mercy’s School Based Social Work Program in their work to utilize a strength’s based approach to address the needs of the community in the school setting.
Matthew joined Children’s Mercy in 2016 as a care manager for the Pediatric Care Network. Prior to employment at Children’s Mercy, Matthew worked for 6 years in both community and inpatient case management settings across the Kansas City Metropolitan Area. Matthew has been an Accredited Case Manager since 2016 and obtained his Case Management Administrator Certification in 2019.
Matthew joined Children’s Mercy in 2016 as a care manager for the Pediatric Care Network. Senior Director of Integrated Community Care
Carey Spain is the Senior Director of Integrated Community Care. She is responsible for the oversight of delegated medical & behavioral management functions for health plans contracted with Children’s Mercy’s Pediatric Care Network. Carey also oversees community partnerships that aim to support children and families in reaching optimal health and wellbeing.
Carey is a masters prepared Social Worker and Accredited Case Manager with more than 20 years of experience in health care.

Kent Pack
Director, Medical Economics
Kent serves as the Director of Medical Economics for Children's Mercy Integrated Care Solutions*. He is the former Director of Financial Analysis of Children's Mercy Family Health Partners, a safety net health plan that was owned by Children's Mercy Hospitals and Clinics until it was sold in January 2012. Kent has been with CMH since 2006.
Kent has more than 10 years of managed care experience and 25 years total of financial and accounting experience. Kent began his professional career with a regional CPA firm. He then spent seven years at the corporate headquarters of a national retail company, holding a variety of finance positions. Before joining CMFHP, his previous healthcare experience included five years as plan controller for Coventry Health Care in Wichita, Kansas. Kent is a CPA and graduated from Wichita State University with a Bachelors of Business Administration degree, with an emphasis in Accounting and Economics.
